Heinze Advocates Renegotiation of Debts for Rio Grande do Sul Farmers

Senator Luis Carlos Heinze (PP-RS) advocated on Wednesday (8) for the renegotiation of debts owed by farmers in Rio Grande do Sul affected by droughts and floods. He noted that Senator Renan Calheiros (MDB-AL) has been appointed as the rapporteur for Bill 5,122/2023, which allocates resources from the pre-salt Social Fund to finance these debts. The senator added that the proposal should be analyzed alongside Bill 320/2025, authored by him, which addresses the securitization of debts for producers affected by climatic events.

— According to the Crop Rally conducted by Aprosoja Brasil, in all states, the average production is around 65, 70, 75 bags per hectare. In Rio Grande do Sul, we had only 45 bags per hectare, 20 bags. At the very least, below any other state in the Federation. We need to extend these commitments. No one wants debt forgiveness. What do they want and ask me every day? I want to pay under conditions that allow me to pay the debt — said Heinze.

Heinze stated that the resources released by Provisional Measure (MP) 1,314/2025 did not meet the sector’s demand due to difficulties in accessing credit. He advocated for a new securitization with longer terms and differentiated conditions, citing previous renegotiation experiences as a reference to expand agricultural production.

— What we are seeking at this moment is to finalize this negotiation, for Senator Renan Calheiros […] to reconcile the results of the two projects, 5,122/2023 and 320/2025, which reconcile a new securitization with a term of 20 years and interest rates of 3%, 4%, 5% per year for small, medium, and large farmers, also including a grace period. This is fundamental. There is no cost to the Treasury and no risk to the National Treasury — he concluded.
