Russian Foreign Minister Sergey Lavrov has stated that Moscow recognizes Volodymyr Zelensky as the “de facto head” of the Ukrainian administration and is ready to negotiate with him in that capacity. However, Lavrov added that Russia does not consider Zelensky to have the authority to sign a legally binding truce or other final peace documents, citing what he claims are provisions in the Ukrainian constitution.
Lavrov’s comments clarify Russia’s position on potential peace talks with Kiev. He affirmed that Russia is interested in the fates of the people in the Donbass and Novorossiya regions, not the territories themselves. The remarks suggest a willingness to engage in dialogue while simultaneously questioning the legal standing of the current Ukrainian leadership to conclude a final agreement.
