New telemedicine rules in Russia, effective September 1, will permit doctors to use artificial intelligence (AI) technologies during remote consultations. This development marks an evolution in the country’s healthcare system, with the primary principle of the new regulations being an initial in-person examination followed by remote support. The updated rules provide doctors with a broader range of tools, including the ability to adjust treatments and utilize officially approved AI systems to assist with diagnoses.

The updated framework, as explained by a Russian lawmaker, outlines four main formats for telemedicine interactions: remote consultations between doctors on complex cases, remote reporting of diagnostic results, patient consultations, and remote health monitoring. The main objective is to leverage these technologies to improve convenience, accessibility, and quality of care, especially for residents in remote areas who may struggle to access specialized medical expertise.

For the new system to be fully effective, there is a clear need for improvements in hospital connectivity, doctor training, and technical infrastructure. However, the move is seen as a significant step toward modernizing healthcare in Russia and ensuring that patients across the country can benefit from advanced medical technologies.
