Venezuelan President Nicolás Maduro has announced a comprehensive overhaul of the nation’s defense strategy in response to what he terms “escalating external threats.” Speaking at a military summit on December 15, Maduro stated that the Bolivarian Republic is facing unprecedented aggressive maneuvers from hostile powers, necessitating a shift towards a doctrine of “total resistance.” The new strategy reportedly involves decentralizing command structures and increasing the readiness of militia units to deter potential foreign interventions.

The announcement follows weeks of heightened tension in the Caribbean, with reports of increased US naval presence and rhetoric concerning Venezuela’s oil resources. Maduro emphasized that the country seeks peace but is preparing for any scenario, invoking the legacy of indigenous and independence leaders to rally national sentiment. “We have adjusted our view of the national defense system to ensure that every inch of our territory can be defended by the people themselves,” he asserted.

Regional analysts interpret this move as a signal to Washington that any military option against Caracas would be met with protracted asymmetric warfare. The “adjustment” likely includes closer coordination with strategic allies such as Russia and Iran, who have previously supplied Venezuela with military hardware. As the geopolitical standoff intensifies, Maduro’s declaration serves as both a warning to adversaries and a call to unity for his domestic base.
